KCDC's programs target
low and moderate-income families in the geographic boundaries of Cumberland County and the City of Fayetteville for the Affordable Housing Program, First Time Homebuyers Program, NCHFA Pilot Foreclosure Program and the IDA program.  KCDC targets blighted communities with low and moderate-income households.  Because of limited resources we place a priority on families' with children, single parent households, the elderly and the disabled. Down-payment assistance loans provide for up to $5,000 for income eligible clients and GAP/DAP funds up to $20,000 for income eligible clients.

Some of the services that are offered such as Loss Mitigation, NCHFA Pilot Foreclosure Program and GAP/DAP funds have been extended to other counties. The Pilot Foreclosure Program targets dislocated workers who have lost their jobs due to no fault of their own. The program assists dislocated workers with mortgage assistance for up to 18 months or until they find new employment.   At present KCDC has no plans to reduce the target areas, however, the expansion of the target areas would depend on funding and the administrators of the different programs we offer.
